This includes portfolio management assistance, program management, strategic management, process improvement, and Subject Matter Expert/SME Training.
Our Management Services Division is seeking an experienced Capture Manager / Program Manager to cover the DOD and federal market in the Washington, DC metropolitan region.
The successful candidate will have extensive experience securing and managing professional services supporting large-scale implementation of major ACAT programs for all phases of the acquisition life-cycle, including System Development and Demonstration (SDD), production, sustainment, and program performance improvement.
Specific experience supporting Navy or other ACAT Programs is highly preferred.
In this hybrid role, this individual will primarily be responsible for identifying and capturing new work. Key duties will focus on:

– A Bachelors degree and a minimum of 8 years experience capturing and/or supporting afore mentioned services; – Superior written and verbal communications skills; – Ability to develop and convey concepts via proven analytical capabilities; – Ability to gain internal support, operate independently with limited supervision, and establish a solid working relationships with staff, peers, partners, and customers, while displaying a high degree of tact and diplomacy; – Demonstrable success analyzing RFI’s/RFP’s, and then working with SME’s in evaluating requirements, preparing a draft and writing to a technical response; – Established knowledge and rapport with DOD and/or Federal decision makers interested in the service areas mentioned;

Description of Duties:
Support the NATO Defense Planning Process by providing expertise in Non-Military Capability and stabilization and reconstruction requirements to develop capability packages and work with nations on their respective capability package. This support includes adapting the Generic Targets for Non-Military and stabilization and reconstruction capabilities to nations, and validating the targets through consultation meetings with Non-Military Working Groups at the capitals of the 28 nations.
Specific duties include:
.Development of the Non-Military and stabilization and reconstruction Capability Targets within the Blue Books.
.Validate all Non-Military Capability and stabilization and reconstruction through consultation meetings (i.e., non-military working groups) at national capitals and NATO HQ.
.Review of Non-Military and stabilization and reconstruction capabilities, and be prepared to provide Non-Military and stabilization and reconstruction expertise during the period of multilateral examination of nations’ response to NATO targets (Step 3) and the NATO Capability Review (Step 5).
Requirements for the Position:
Bachelor’s degree in any business or technical discipline. An equivalent combination of education and experience may be considered.
10 years overall relevant experience. Demonstrated experience (within the last 7 years): . Minimum 1 years’ experience working in a NATO Organization in staff, policy, and/or planning areas;
. Analyzing planning scenarios related to Stabilization & Reconstruction missions, which includes Relief and Humanitarian Assistance, Deriving Capability Requirements for Stabilization & Reconstruction missions and Civil-Military Cooperation (CIMIC); and
. Developing products related to Steps 2 and 3 of the NATO Defense Planning Process (Step 2 – Determine requirements, Step 3 – Apportion requirements and set targets).
Excellent oral and written communication skills.
Must be very proficient using Microsoft Office Applications; Excel, PowerPoint, and Word.
US citizenship is required. Applicants selected will be subject to a Government investigation and must have an active Secret clearance.
Must be available to travel as required.
