Description of Duties:
•Program Analysis/SharePoint Administration. This support encompasses internal CoS budget support, manpower review, and website/SharePoint maintenance.
•Provide support to enable the efficient and timely tracking of the CoS/Infrastructure and IT internal budget and the processing of contract actions using the Internal Resource Management Application-Intelligence (IRMA-I) system, and other applications as specified by the Government to effectively support the CoS mission.
•Work with the CoS Budget and Contracting Office to enforce DoD financial/comptroller processes, contractor invoice and reporting products in accordance with DoD’s Program, Planning Budgeting and Execution System (PPBES).
•Serve as the CoS Budget point of contact. This includes entering and maintaining data in the IRMA-I application to support preparatory work enabling a Government person to fully support the CoS/Infrastructure and Information Technology (IIT) contract actions and maintain cyclic status of actions during the budget year; supporting data collection and compilation of rationale from the CoS staff to support annual justification of the internal office budget and perform budgetary planning; supporting the effective management of internal resources through best business practice efforts by supporting designated CORs with accurate funding tracking, financial reporting and analysis (comparing actual invoices to plans, calculating contract estimates to complete, trend analysis, etc.), and recommending and implementing corrective actions, based on COR approval; and assessing and recommending improvements to internal office budgeting processes and related products and implement changes when requested.
•Receive, track and apply allocated funding to all active ITA projects.
•Conduct an iterative process with the OUSD(I) task leads and the defense intelligence community to facilitate the design, develop, and maintain a user-friendly SharePoint and website to exchange essential information of community interest.
•Receive, coordinate and post information required to be available on the OUSD(I)’s SharePoint/website for dissemination to the defense intelligence community. The contractor will work with representatives from each of the OUSD(I)’s principal deputies, the Chief of Staff office, and other interested defense intelligence community representatives to define factual website information and attribute requirements.
•Work with the CIO’s staff and OSD Policy SharePoint Center of Excellence (COE) technical support personnel to design, and develop and maintain a user friendly, information sharing, state-of-the-art OUSD(I) website on the OSD Levels NIPR, SIPR and JWICS LAN for defense intelligence community situational awareness.
•Coordinate a manpower review of the organization through the distribution of a monthly Personnel Tracking System (PTS) (manpower) report to the DUSD/DR points of contact. Update the PTS database and reconcile manpower reports with DUSD/DR input.
Requirements for the Position:
•Bachelor’s Degree or Military Experience and experience with the Internal Resource Management Application-Intelligence (IRMA-I).
•Three (3) years of demonstrated experience in budget and office administration is required. In addition, the candidate must possess:
•Demonstrated working knowledge of:
• – Program, Planning, Budgeting and Execution System (PPBES) is required.
• – Experience working with Research, Development, Test, and Evaluation (RDT&E) and Operations and Maintenance (O&M) funding Appropriations.
•Demonstrated knowledge of posting to a wevsit and SharePoint is required.
•US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (TS/SCI). Must have an active Top Secret/SCI clearance.

ESSENTIAL RESPONSIBILITIES:
•Preventative / corrective maintenance
•Engineering repairs and as well as deck repairs and modifications
•Shipboard safety measures (firefighting, basic first-aid and emergency shipboard systems)
•Candidates must also have experience in deck department operations and underway watch standing.
•Must possess a strong desire to provide excellent customer service solutions and interact with coworkers and clients in a courteous and professional manner.
•Perform other duties as assigned.
Required Skills
EDUCATION AND/OR EXPERIENCE:
•Candidates with a USCG Merchant Mariner’s Document for Able Body Seaman or Ordinary Seaman and STCW certification, highly desired.
•Must have experience in deck operations.
•Candidates must have experience in routine vessel operations.
•Shipboard safety measures (firefighting, basic first-aid and emergency shipboard systems).
Must be US Citizen and have or be able to obtain a Confidential security clearance.
