***  Out for Blood – The pursuit of life for the wounded on the fighting fronts of World War II

Blood and plasma may be the greatest gift of the “Greatest Generation”-their life’s blood given back at home for the wounded on the fighting front. They sent more than a million pints to war! And we will never know how many men and women walk the world today – or will do so in generations to come – because the life of a father or grandfather was saved by one of those gifts of a blood donor during World War II.

 

A radio show called Life to the Front, broadcast weekly over WEEI, the Columbia Broadcasting System’s New England network outlet in Boston, helped keep alive the connection between the home front and the fighting fronts.

 

Each week the broadcast was dedicated “To all the men of the armed forces of the United States… who – on every fighting front in the world – daily risk their lives in the service of their country……that they might live.”

 

Out for Blood includes first-hand accounts of actual participants in some of the war’s toughest battles, and features actual scripts from Life to the Front.

DESCRIPTION OF DUTIES

 

The vacancy will be for an initial 6 months with potential for extension subject to internal circumstance and your performance.

  • Review and propose improvements to current business processes and policies related to Life Cycle Cost estimation
  • Establish LCCE policies and processes
  • Work with project managers to develop life cycle cost estimates for future acquisitions using the appropriate cost and pricing models
  • Work with project managers and the financial staff to estimate the Agency’s project management costs for future acquisitions using the appropriate cost and pricing models
  • Develop Cost Estimating Relationships (CER) and metrics where possible
  • Support standardization and update of Operations and Maintenance (O&M) estimates
  • Develop and maintain price proposal cost and pricing templates
  • Review the pricing section of IFB Bidding Instructions (pricing only) and provide feedback
  • Conduct cost and price analysis of competitive and non-competitive bids for supplies and services offered to the Agency
  • Provide training to NCI Agency staff on cost estimation methods

 

BASIC QUALIFICATIONS

 

  • Bachelor’s Degree in Economics, Engineering, and Math (An equivalent combination of education and experience will be considered)
  • Minimum 15 years of relevent experience in Life Cycle Cost Estimating (LCCE) and particularly within the Federal Government sector
  • Experience with developing LCCE policies and processes
  • Experience with rough order of magnitude, budgeting, definitive estimates, and other lifecycle requirements
  • Experience with the different types of cost data required to develop cost models for acquisition programs
  • Experience analyzing cost and programmatic data from various sources
  • Knowledge of Basis of Estimates that support any estimates developed
  • Ability to document and explain how estimates are derived
  • Dedication to high quality products and the ability to function with minimal supervision
  • Must be an analytical thinker with ability to communicate results and issues
  • US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret).  Must have an active Secret clearance

Description: This position is in support of the Defense Health Clinical Systems (DHCS) Program

Executive Office (PEO). This position will work directly with the PEO staff with regard to coordination, collaboration and communication of events and project planning and initiatives. The Communication Action Officer will be responsible for coordinating some program activities, researching, writing/editing, collaborating on, and drafting time-sensitive information, correspondence, papers, and briefing materials in response to tasking and action items from internal sources. As the DHCS PEO contains

highly visible programs that often work under tight requirement priorities and deadlines the position requires flexibility, forward thinking, and proactive action. This position requires collaboration with the various PEO teams for continual changes, improvements, brainstorming, and alliances.

 

Requirements

 

  • Strong communication skills with demonstrated ability, both verbally and in writing, to communicate complex information in a clear, concise manner
  • Develop executive briefs, white papers, memorandums and presentations for full engagement
  • High degree of customer service focus and awareness

Education/Certifications

 

  • BS/BA in Business or Healthcare Management, Information Technology, Public Relations, Journalism, or Communications and 5+ years of MHS or equivalent experience
  • Experience with presentation technology such as PowerPoint, Prezi, Visio, and/or other graphical applications that could be used for visual application of timelines, solutions, planning, analysis, projections, recommendations, processes, etc.
  • Experience in execution of multifaceted projects
  • Proficient with Microsoft Office products 2010 and/or 2013 (Excel, Word, Power Point, Visio, Outlook, Project)
  • Communications and/or public relations experience that establishes, generates, and maintains high-level internal/external stakeholder contact, information, and interaction
