The Surface Navy Association (SNA) National Symposium will be held January 15-17, 2013, at the Hyatt Regency Hotel, Crystal City, VA.

 

The association was incorporated in 1985 to promote greater coordination and communication among those in the military, business and academic communities who share a common interest in Naval Surface Warfare and to support the activities of Surface Naval Forces.   SNA provides for its members support, programs and activities which enable professional growth, personal satisfaction and camaraderie.

Description of Duties:

 

Provide financial management and accounting functions, processes, and analytical methods to gather, analyze, evaluate, and present information required by the government. The incumbent shall assist with program reports and financial documentation and ensure compliance with DoDD5000.1/DoDI 5000.02 (and AF implementing instructions when published), AF Instruction 65 series, and DoD/Air Force Material Command (AFMC)/Defense Finance & Accounting Service (DFAS) financial management instructions and associated regulations. The incumbent shall assist with budget forecasting, program or financial execution reporting and reviews, cost estimates and studies, EVM analysis and/or provide technical advice and guidance to the government on all matters relating to budget, cost, schedule, or EVM. The incumbent shall assist in performing fact finding, analytical, cost and advisory functions using automated financial management information systems. The incumbent shall assist in drafting documentation to maintain and develop cost estimates for the division’s medium UAS programs to include airframes/systems for MQ-1 Predator, MQ-9 Reaper, Combat Systems, and Special Projects.

 

The incumbent shall assist in defining the work breakdown structure/cost estimating structure (WBS/CES). The incumbent shall assist in developing or selecting estimating methodologies. The incumbent shall assist in developing point estimates. The incumbent shall assist with performing cross-checks. The incumbent shall assist with time-phased estimates. The incumbent shall provide assistance to document the estimates. The incumbent shall provide assistance with reviewing and analyzing cost proposals. The incumbent shall assist in planning and participating in integrated baseline reviews (IBR). The incumbent shall provide advisory and draft documentation support in all phases of the planning, programming, budgeting, and execution (PPBE) process. The incumbent shall provide assistance with budget and financial analysis, obligation and expenditure forecasting, funds management, funds statusing, funds control techniques/systems, and with accounting and finance systems/procedures. The incumbent shall assist in researching and recommending options to the government concerning unliquidated obligations and negative unliquidated obligations (ULO/NULO) and canceling year funds. The incumbent shall assist in the on-going reporting concerning ULO/NULO. The incumbent shall assist in the analysis of financial management processes, concepts, policies, procedures, systems, and provide to the government recommendations for improvement. •Prepares and delivers lectures and seminar instruction for the Colleges, Centers, and Special Programs in the area of mass communications and media relations.  Instruction and assistance rendered contributes to the student’s capacity to contribute to national security both in the private sector and in government.

•Oversees the development and issuance of news releases for the University and reviews similar products created by the components, and provides oversight for pre-publication security review of material for publication.
