I’m now working with the Naval Air Warfare Center Aircraft Division, and I have two openings that I hope you’ll be able to post on your next JOTW:

 

I’m starting a spate of hiring, and I’m looking for current and former federal government workers – and veterans – who are interested in two open GS-12/13 public affairs specialist positions working with me at the Naval Air Warfare Center Aircraft Division in Patuxent River, Md. My command does the research and development, engineering, test and evaluation for everything that the Navy and Marine Corps fly.

 

For those in Washington, D.C., that aren’t familiar with Pax River, it’s about 90 minutes away, the locality pay is the same as if you are working in D.C., housing prices are at least 50 percent cheaper, and my commute went from 3 hours a day to 30 minutes.

• Writes and distributes press releases and media advisories
• In partnership with the Director, Hockey Media Relations, manages the preparation and disseminates information regarding the Wild organization to print and online news organizations & periodicals, television, radio and other forms of media

Position Requirements

Formal Education

• Bachelor degree in marketing or equivalent experience in a sports setting; MBA preferred

Knowledge & Experience

• Minimum of 7-10 years of progressive, relevant marketing experience
• A minimum of 2 years of previous management experience is required. Experience leading marketing teams and processes in a fast paced, varied environment.
• Experienced writing background, prior experience (5+ years) in the communications or journalism fields, and passionate about creating stories and general interest for the organization. Editing experience a plus.
• Proven track record of successful written and verbal communication skills for B2B & B2C audiences. Experience writing/editing media relations collateral including press releases, media kits, alerts, fact sheets, etc. a plus.
• Strong understanding of communications measurement, social/digital media execution and analytics.

Four persons armed with a gun and knives boarded a LPG carrier underway. They stole crew and ship’s properties and escaped. All crew safe.

111-2017 Product Tanker 06.09.2017: 0700 UTC: Posn: 05:38.30N – 103:11.80E, 3nm East of Pulau Yu, Malaysia.
Ten persons boarded and hijacked a tanker underway and switched off the AIS equipment. The crew activated the SSAS and the Malaysian Maritime Enforcement Agency (MMEA), dispatched two patrol vessels and a helicopter to locate the tanker. The helicopter spotted the hijacked tanker with another unknown vessel alongside. A speed boat with three persons was seen moving away from the tanker. A MMEA boarding team boarded the tanker and detained the 10 pirates and escorted the tanker to a safe port.

Some things have an evocative smell.

 

When I was in command of Naval Media Center, the executive officer of USS Russell, a guided missile destroyer based at Pearl Harbor, called my staff about a Sailor aboard the ship who wanted to be a draftsman.

 

The “undesignated seamen” or SN on a ship usually work in the deck force, chipping paint and handling lines. As they see what professional opportunities are available on board, they can “strike” for a rating, such as Operations Specialist or Quartermaster. A “Striker Board” will convene and review the needs of the ship, and the desires of the individual. If the Sailor is squared away, has done a good job with the deck force and the ship needs a Quartermaster (QM), for example, he or she can strike for that rating, and becomes a QMSN.

 

SN Michael Noeth wanted to be a Draftsman. The DM rating was one of the smallest ratings in the Navy. There are very few of them compared to Gunner’s Mates or Machinist’s Mate, and certainly none aboard a frigate. In this case, the executive officer wanted to do something good for his Sailor. In spite of the fact that the ship was about to deploy for six months, the XO called us and asked if his Sailor could come and work with us to learn the DM rating and be able to take the DM test for Third Class Petty Officer. If he passed, he could become a DM3. If not, he could return to the ship and eventually strike for another rating. For our part of the deal, we had to cover his travel expenses.

 

So, SN Michael Noeth came to work for us. He was placed under the expert tutelage of our First Class Draftsman, DM1 Rhea Mackenzie. Seaman Noeth quickly made himself at home in a back corner of the All Hands magazine spaces. And it was here he set up his easels, canvasses and paints. When I would come by, which was often, I could smell the linseed oil he used for his brushes long before I reached his work area. He would have various canvasses and illustrations that he was working on posted around his desk, as well as examples of artwork he wanted to emulate. I would be in for some kind of surprise.

Seaman Noeth painted the cover for several All Hands magazines. To see him tackle these assignments was a joy, probably because he was enjoying his work, and appreciative of the opportunity. On my visits, I would see the many versions and sketches he was working on, and I could see it all come together with the finished product.

 

He took the advancement exam and passed it. As his six-month temporary assignment came to an end, his command allowed him to transfer to my command on a permanent basis as they did not have any billets for a Draftsman, and we did. Soon, he moved on to other Navy assignments as a DM, all because his ship wanted to give him a chance to realize his dream, and my command wanted to help him get there. But most of all, because he deserved it.

 

He did, indeed, become a talented Navy illustrator and draftsman. He served aboard USS Wasp (LHA 1). Later he was assigned to the Navy Command Center where he skillfully created briefings and presentations for Navy leadership every day. He was doing just that on September 11, 2001, when terrorists forced an airliner to crash into that building.

 

I will remember a bright, ambitious, creative young striker whenever I smell linseed oil. And I will recall this story, and share it with whoever will listen, every year on this day.

The successful candidate must demonstrate strong project leadership, excellent communications skills, creativity, resourcefulness, and an understanding of and interest in the evolving online world, and a keen ability to analyze metrics and draw actionable conclusions. Key to the success is the ability to network well in a complex and cross-functional environment, and work effectively within a matrix organization.

Responsibilities

  • Develop and execute high-quality internal strategic communications programs to create high level of employee engagement (objectives, messages, strategy, tactics, timeline, budget, and measurement) and strengthen perception of NAM leadership.
  • Identify and implement the most appropriate mix of traditional and new media to effectively create and influence positive perception and call to action among the employee base.
  • Collaborate with counterparts at Siemens Corporate, Global, and other Employee Communication stakeholders to develop and communicate high-level as well as specific messaging appropriate for internal audiences through multiple channels.
  • Support Town Hall meetings, conference calls, employee messaging about Region performance, key news and events, videos, and other messaging to elevate the leader and Healthineers brand internally.
  • Support company-sponsored programs.
  • Support corporate publications with NAM related stories.
  • Update NAM information–fact sheets, talking points, presentations, and other related materials on a regular basis.
  • Maintain high visibility and frequent contact with NAM leadership and other executive management.

Preferred Knowledge/Skills, Education, and Experience

  • Qualified candidates must have at least 10 years of experience with a strong emphasis in employee communication, internal company journalism, or comparable work.
  • Bachelor’s degree in English, Communications, Journalism, Marketing or related field (MBA or Masters preferred). Experience in healthcare field is also preferred.
  • Exceptional strategic thinking, project/campaign management, and execution skills.
  • Excellent oral and written communication skills; including writing, editing and proofing skills.
  • High level of attention to detail and creativity.
  • Individual must be competent in the use of MS Word, PowerPoint, and Excel.
  • Proven ability to work well in a highly matrixed organization, and with managers and employees of all levels in advising and gathering, preparing and vetting material in a poised and tactful manner.

Seven robbers armed with a guns and knives boarded an anchored tanker. They attacked two watchmen and tied them up. When the watchman did not report to bridge the OOW sent crew to investigate. Master informed and alarm raised. On noticing the alerted crew, the robbers escaped with stolen ship’s stores. Terminal authorities notified.

 

109-17   Bulk Carrier         02.09.2017: 1945 UTC: Posn: 22:14.08N – 091:44.53E, Chittagong Alpha Anchorage, Bangladesh.

Four robbers armed with long knives boarded an anchored bulk carrier during cargo operations. The watchmen and duty AB on routine rounds noticed the robbers on the forecastle and informed the bridge. Alarm raised and crew alerted. Hearing the alarm, the robbers escaped with stolen ship’s stores. Port control and coast guard were informed.

 

108-17   Crude Oil Tanker              01.09.2017: 0315 UTC: Posn: 10:14.3N – 064:44.0W, Puerto La Cruz Anchorage, Venezuela.

Five robbers in a small fishing boat armed with pistols, knives and sticks boarded an anchored tanker. They assaulted the aft duty watchman, tied him up and took him hostage. When the watchman failed to report, the OOW sent another duty crew to investigate. The OOW was notified about the robbers and the alarm was raised. Hearing the alarm and seeing the crew alertness, the robbers jumped overboard and escaped in their boat. A search was carried out and the watchman was found with minor injuries. Ship’s stores were reported stolen. Port control was informed through local agents.

106-17   Bulk Carrier         20.08.2017: 1800 UTC: Posn: 01:04.20N – 103:41.70E, around 4.7nm SSE of Pulau Nipah, Indonesia.

Two robbers boarded a bulk carrier underway and entered the steering gear room. They threatened the duty oiler with a knife. Once the robbers left the steering gear room the oiler immediately informed the 3/E who notified the bridge. Master noticed, on the radar, two small boats heading towards Indonesia. Alarm raised and crew mustered. VTS Central Traffic Control informed. A warship responded and assisted the ship to the anchorage area. The Chief Officer made checks and found all crew are safe. The ship anchored in Singapore Anchorage and the Coast Guard and Custom boarded for investigations.

 

105-17   Product Tanker 19.08.2017: 0250 UTC: Posn: 06:20.7N – 003:18.2E, Lagos General Purpose Anchorage, Nigeria.

Alert duty watch keepers onboard the bridge of an anchored tanker spotted a floating object near the stbd bow and informed the armed security guard who fired warning shots. One robber was seen jumping overboard from the forecastle. Alarm raised and PA announced made. All crew except watch keepers retreated to the citadel. After the security guards checked the deck areas the crew emerged from the citadel and carried out a thorough search of the vessel. They noticed a flexible hose pipe inserted into a Butterworth pocket of No. 1S COT. One robber was noticed hiding in the hawse pipe, was apprehended and tied up by the security guard and later handed over to the local agents. It was reported that the robbers had managed to steal some oil from the tanker.

 

104-17   Container            15.08.2017: 2050 UTC: Posn: 14:33.9N – 120:55.59E, Manila South Harbour Anchorage, Philippines.

Alert duty crew on security rounds, onboard an anchored container ship noticed two persons inside the starboard hawse pipe trying to open the cover and gain access onto the ship. Crew alerted and alarm raised. Hearing the alerted crew the two robbers escaped in a waiting boat along with three accomplices. Incident reported to VTMS Manila via VHF.

 

103-17   Product Tanker 13.08.2017: 2155 UTC: Posn: 05:48.34N – 118:04.57E, Sandakan, Malaysia.

Two robbers attempted to board a berthed tanker but failed. Port authorities informed.
