Three robbers armed with knives approached in a small wooden boat a berthed container ship. One of the robbers boarded the ship and was noticed. Alarm raised, crew mustered. The robber jumped overboard with some ship stores and escaped in their boat. Port authority was informed.

A speed boat approached a product tanker underway and about nine pirates wearing masks and armed with guns boarded the vessel. The tanker was hijacked, all crew members taken hostage and all communication equipment destroyed. The pirates stole the ship’s cargo, cash, crew personal belongings and cash, portable communication equipment and disembarked on 15.10.2013. The Master managed to contact the owners and informed them of the incident. No injuries to crew.

Three robbers in a small boat approached and boarded an anchored chemical tanker. Alert duty crew noticed the robbers and shouted at them resulting in the robbers escaping empty handed in their boat.

Pirates in two skiffs approached a tanker underway. Master raised alarm, sounded ship’s whistle, increased speed and crew mustered. The on board armed security team took their position and fired warning rocket flares as the skiffs closed to a distance of 3nm and then 2nm. The skiffs ignored the warning flares and continued their approach. As one skiff closed to a distance of 400m and the armed team fired a warning shot. This was also ignored by the pirates who continued to approach. When a second warning shot was fired at a distance of 250meters the skiff stopped and returned fire with an automatic weapon. The armed team retaliated resulting in the skiffs aborting the attack and moving away.

Description of Duties:

 

The successful candidate will support the Capable Manpower Future Naval Capability (FNC) program at the Office of Naval Research (ONR). ONR identifies, funds, and manages cutting-edge research and technology development conducted by universities, government laboratories, and industry. The Capable Manpower research portfolio is designed to strengthen the US Navy and Marine Corp by delivering novel training systems, cognitive tutors, decision-making aids, modeling and simulation, and human systems integration. The products improve capabilities in manpower and personnel, training and education, and human systems design. The sole purpose of the FNC construct is to maximize the potential for a technology to transition to the acquisition community.

 

The program specialist is expected to develop a general understanding of the science and technology funded in the Capable Manpower program. The specialist performs a broad range of duties and interacts with a variety of civilian, military, and contractor personnel. The specialist must communicate internally with ONR business units as well as externally with acquisition stakeholders and technology developers. The specialist assists in the mechanics of awarding grants and contracts to ONR’s performers, monitoring performance, and communicating program and project status internally and externally.

 

Specific duties include:

•Assist Office of Naval Research (ONR) personnel in overall technical program management by assisting in program/project planning and execution, program/project financial reviews, data analyses, and conference and seminar planning and management.

 

•Coordinate program efforts among Program Officers, Contracting Officers, and the contracted technical task performers.

 

•Develop documentation necessary to procure, fund, monitor and complete (or terminate) contracts and grants.

 

•Review program/project status reports and assess progress.

 

•Develop program plans and budgets, track program funding (commitments, obligations, and expenditures).

 

•Schedule and attend program/project preliminary and critical design reviews, program/project technical and financial reviews, and key demonstrations or tests.

 

•Prepare draft analysis reports, presentations, testimonies, speeches, and other reports relative to program/project goals, objectives and results. 

 

Requirements for the Position:

 

•BA or BS degree in Science, Mathematics, Engineering, Education or related field.

 

•0-3 years relevant experience; planning, coordinating, and documenting meetings, generating financial reports, creating and updating Excel spreadsheets, etc. 

 

•Must have excellent communications skills; ability to communicate complex ideas verbally and in writing.

 

•Strong attention to detail.

 

•Ability to learn quickly on the job.

 

•Ability to work independently with minimal supervision and direction, as well as in a small team environment.

 

•Proficiency using Microsoft Office (Excel, Word, PowerPoint, and Outlook); with a strong focus on Excel.

 

•Previous DoD or DON experience especially in a Research and Development, Science Technology, program management, or acquisition management environments.   

 

•US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret clearance eligible).

 

•Must be available to travel as required.

I hate to bother you, but I have a question about some of your listings.  As someone who would very much love to live in London, I find your listings for jobs there tantalizing.  I don’t know if it’s always true, but most require you to be a UK/EU citizen and/or have rights to work in the UK to even apply.  Given your list (I am guessing) mainly goes out to Americans, do you know what the motive behind the postings of these UK job is?  Are they actually willing to sponsor employees who don’t currently have a visa but can’t say so? Or is it a shot in the dark?  I just can’t understand why they would bother to post a job if 99% if the audience for this advert are not eligible?, and wonder if you have any insight into that.

A product tanker was boarded while performing a STS operation by four robbers armed with knives while one remained in a boat.

 

A different group of robbers was discovered on board the other STS tanker and alarm was raised. The robbers were spotted by the crew and escaped without taking anything. 

 

193-13  06.10.2013: 0242 LT: Nipah Anchorage, Indonesia.

 

Duty crew on board an anchored tanker, preparing for STS operations, noticed some suspicious boats near aft of the vessel. As he approached closer he found portable ladders rigged along the ship side and some robbers attempting to board. He immediately alerted the OOW, raised the alarm and all crew proceed towards the poop deck. See the alert crew the robbers aborted their attempt to board the vessel and moved away. The vessel alongside and all other vessels were alerted. 

 

192-13  07.10.2013: 0345 LT: Posn: 01:05N – 103:28E, Karimun Transhipment Anchorage, Indonesia.

 Five robbers boarded an anchored tanker during STS operations via the poop deck and were noticed attempting to enter the accommodation. Alarm raised and crew mustered. Upon hearing the alarm, the robbers made threatening gestures to the crew, jumped overboard and escaped in their unlit boat with an orange superstructure. The mooring master and the other STS vessel was informed. Detailed search on both vessels indicated that the robbers have boarded both vessels. Port control informed. 

 

191-13  06.10.2013: 0410 LT: Posn: 01:08N – 103:35E, Nipah Anchorage, Indonesia.

 

Six robbers in black attire were seen on board an anchored tanker trying to find a way into the accommodation. Alert D/O raised the alarm and sounded ship’s whistle. On hearing the alarm, the robbers jumped overboard and escaped in their wooden boat with an orange canopy. Vessels in the vicinity alerted via VHF. Crew mustered, head count taken and a search carried out. 

 

190-13  05.10.2013: 0048 LT: Posn: 00:06S – 117:32E, Santan Anchorage, Indonesia.

 

Four robbers armed with long knives boarded an anchored tanker awaiting cargo operations. Duty crew noticed movements at the forecastle, informed bridge and proceeded towards the forecastle to investigate. Duty officer raised the alarm and crew mustered. Upon reaching the forecastle the robbers threatened the crew with long knives and escaped and the crew were able to retrieve some of the stores which the robbers were trying to steal. Port authorities informed but no respond received. The incident was reported to the local police via ship’s agent.

Shutdown: Lessons Not Learned

How do you stand out during the federal government shutdown? Do you want to stand out? Or, during the shutdown is it better to stay below everyone’s radar?

These are all good questions. Answering these questions may prove to be difficult, however.

The federal government shutdown started on October 1, 2013 and continues to date. Nobody really knows what precisely will happen to the US economy now that the shutdown is underway. Can anyone answer questions about when the impact of the shutdown will be felt? Some reports say that effects are already being felt. Ask those who have been furloughed, for instance, whether they feel the effects of the shutdown. Not surprisingly, the level of employee frustration is increasing perhaps daily. If you happen to live in the Washington, DC metropolitan area, the shutdown is a major topic of discussion. Will you lose your federally-funded job? Will you be forced to take time off without pay to keep your federally-funded job?

I moved away from the Washington, DC metropolitan area in 2012 after having lived and worked there for nearly twenty years. You may have seen what I wrote about these experiences elsewhere on this website.

Now that the shutdown has happened, I want to share an honest reality with you:

One motivating reason for my choice to leave the Washington, DC metropolitan area was the unanswerable questions I had about whether it is sufficiently secure to have a life and a career in the Washington, DC metropolitan area where making a living depends so deeply upon the decisions and behaviors of the federal government (especially the legislative branch, whose recent behaviors I happen to find self-centered and immature.)

I was never a federal employee. But, for many years I worked inside federal agencies in the Washington, DC metropolitan area. I worked for various companies (such as Booz Allen Hamilton and others) in the Washington, DC metropolitan area who paid contractors like me using federal dollars that the companies received from the federal government for Department of Defense and Department of Justice work that I performed.

From first-hand experience, I know what it feels like to attend employee meetings where the top person in charge of the federal agency says things like this:

“We don’t know if our funding will continue at the present levels. We don’t know if anyone’s job is in jeopardy. We are working hard right now to get answers that we know you want and need. Meanwhile, don’t worry.”

Yeah, right. Don’t worry.

When I first arrived in the Washington, DC metropolitan area in 1995, I lived in and around federal government shutdowns during the Bill Clinton presidency. I saw how partisan politics in the mid-1990s brought out the worst belligerence in Members of Congress.

But, in the mid-1990s, there was one thing that was very different from today. In those days it was considered a very desirable thing to be an employee who was paid directly or indirectly by the federal government.

By the time I chose to leave the Washington, DC metropolitan area in 2012, that desirability had started to fade. Now, I think that desirability will never be able to be restored. There likely will be a brain drain from the national capital region as highly qualified and talented people choose to relocate elsewhere to more secure employment conditions that are not dependent upon the current behaviors of belligerent elected officials.

People who were dependent upon federal government money for making a living during the 1995/1996 shutdown who are still dependent upon federal government money for making a living in 2013 will be unable to escape the lessons not learned. How many government shutdowns will employees who are dependent upon federal funding be able to tolerate?

For me, the choice was to get out of the Washington, DC area in 2012. I looked ahead from that vantage point in 2012 and I saw things on the horizon like the sequester and the shutdown as very distinct possibilities for hurting me financially. So, I made the choice to go.

I have never regretted for one moment that decision to leave the national capital region. I do not want to return to live and work in the Washington, DC area again. For me and my professional career, living and working in the Washington, DC area proved to be far too risky.

Meanwhile, I feel for all those friends of mine who are suffering financially because of the shutdown that does not seem likely to be ended very soon.

Summary:

 

The Director of Corporate Communications is responsible for leading the development and implementation of the corporate communications strategy. This includes both external and internal communications efforts. The Director of Corporate Communications will support the Vice President of Marketing and Executive team in the development and implementation of the external communication strategy for all constituent groups (investors, customers, public, etc.), and ensure a consistent application of the organization’s brand across all external communication vehicles. Essential Duties and Responsibilities:

• Works in conjunction with Executive Team and various leaders to implement an external communications campaign that properly positions the company’s value proposition with all key constituent groups such as investors, customers, and internal team members. 

• Develops all internal and external communications (i.e. team members, investors, customers, etc.) such as company announcements, speeches, scripts, and presentations.

• Dynamically works with Marketing to manage components of the external website; develops and maintains website content and measures performance in driving activity; ensures consistency across partner-level websites.

• Leads Public Relation activities to safeguard and build public image; coordinates efforts with local media to ensure company is properly positioned with the public and coordinates response efforts in conjunction with Legal Department to address issues that may undermine the company’s public image; manages all crisis communications.

• Translates company external branding strategy into an internal communication strategy that fosters a clear organizational identity and a compelling purpose to increase team member awareness and engagement.

• Identifies, designs, and implements/enhances various internal communication tools and resources to promote company culture, including but not limited to: internal website, announcements, company newsletter and video updates.

• Partners with other departments to develop various internal and external communication campaigns in support of various people initiatives such as organizational change strategies, program rollouts and initiatives.

• Measures effectiveness of all internal and external communication efforts; updates and adapts strategic communication plan to ensure company is optimizing resources and driving maximizing return on investments.

 

Minimum Job Qualifications and Requirements:

• Bachelor’s degree in Communications, Journalism, English or related field.  Master’s degree preferred.

• Minimum of ten (10) years of experience developing external and internal communication strategies for mulit-site companies focused on serving consumers – especially in hospitality, retail or health care.

• Focused attention to detail

• Must have a proven track record of counseling Senior Leaders in the development of key messages and providing constructive feedback to help enhance delivery/presentation skills

• Experience working with a variety of personalities and building new communications processes and programs in a dynamic environment

• Outstanding written communication and planning skills

• Hands-on leader who can manage projects from beginning to end

• Ability to influence at all levels in order to drive results and maintain deadlines

• Ability to manage multiple and competing priorities.

Upon searching the vessel it was observed that the robbers had gained access probably during the watch change over time, entered the engine room and stolen ship stores. Police complaint lodged by the vessel.

Four robbers in a wooden boat approached and boarded an anchored chemical tanker. Alert duty crew noticed the robbers, raised the alarm and all crew mustered. Seeing the crew alertness, the robbers threatened the duty crew with a long knife and escaped in their wooden boat. Nothing was reported stolen. 

 

187-13  27.09.2013: 1440 LT: Posn: 03:58N – 098:45E, Belawan Anchorage, Indonesia.

 

Five robbers in a wooden boat approached an anchored tanker. One robber managed to board via the hawse pipe. Duty seaman noticed him, raised alarm and crew alerted. The robber on sensing the crew alertness escaped in the waiting boat with his accomplices. Nothing was stolen.

Eight robbers armed with knives boarded a bulk carrier at anchor, stole ship’s stores and escaped. All crew safe.
